When Wilcox became Virginia Beach's Bikeways and Trails Planner, maintenance was a no-man's-land between Public Works and Parks & Rec. Wilcox worked with other staff and leadership to develop a CIP budget for repairs and renovations to bikeways and trails, approved and funded by City Council with an initial annual budget of $280,000.
