Many projects require more funding than localities can amass on their own. Several Virginia departments offer grant programs of different sorts. Most use federal funding for all or part of their backing, which brings federal requirements into play. Knowing the program's goals and requirements is the first step in applying for funding.
Here's a partial but growing list. Halycon's President, Wayne Wilcox, has experience with most of these.
VDOT's Local Assistance Division manages these programs that are generally targeted at specific transportation needs.
VDOT's Local Assistance Division also manages the Transportation Alternatives Set-Aside, which is perhaps the best known and most pursued of VDOT's grant programs. It is quite useful for Active Transportation projects like greenways, bikeways, trails, and the like.
Safe Routes to School was absorbed into the TA program.
VDOT runs all funding programs for localities through the Smart Portal.
DCR runs several programs oriented towards (of course) conservation and recreation.
DHCD runs several grant programs within Community Development Block Grants (CDBG):
